Mayor Masick called the meeting to order at 4:30 p.m.

C.A.O. Jim Leidgen conducted the roll call. A quorum of the Commission was present.

The pledge of allegiance was led by Mayor Masick.
RECOGNITION OF GUESTS
Chief of Police Grady L. Throneberry along with Major Lewis Christopher from the City of Graymoor-Devondale Police Department introduced themselves to the Commission. They expressed their excitement to be working in the City of Hurstbourne and invited the Commission to contact them with any concerns.
BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The October 27, 2020 minutes were presented for approval. After a minor correction, Commissioner Hubbuch made a motion for approval of the minutes as amended and his motion was and was seconded by Commissioner Jackson. Motion carried unanimously.
COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick distributed an Authorizing Resolution for the City of Hurstbourne stating the following:
ADOPTION OF A RESOLUTION OF THE HURSTBOURNE CITY COMMISSION (“CITY”) AUTHORIZING THE FILING OF A CORONAVIRUS RELIEF FUND (“CRF”) APPLICATION FOR REIMBURSEMENT OF INCURRED EXPENSES IN CRF FUNDS WITH THE DEPARTMENT FOR LOCAL GOVERNMENT (“DLG’) AUTHORIZING AND DIRECTING THE CITY MAYOR/EXECUTIVE TO EXECUTE ANY DOCUMENTS WHICH ARE DEEMED NECESSARY BY DLG TO REIMBURSE CITY; AND AUTHORIZING THE MAYOR/EXECUTIVE TO ACT AS THE AUTHORIZED CORRESPONDENT FOR REIMBURSEMENT. Commissioner Hubbuch made a motion to approve the Authorizing Resolution. His motion was seconded by Commissioner Wagner. Motion carried unanimously.
Mayor Masick discussed the annual City December holiday dinner and the Commission decided to defer the dinner due to the Covid-19 virus and celebrate some time in 2021. Due to the upcoming November and December holidays, Mayor Masick made a motion to cancel the November 24th and December 22nd, 2020 meetings unless there is an emergency to address. Her motion was seconded by Commissioner Jackson. Motion carried unanimously. The December 8, 2020 meeting will be conducted as usual.
PUBLIC WORKS—Commissioner Hubbuch
Commissioner Hubbuch reported the electricity has been restored at the end of Oxmoor Woods and South Lyndon and is awaiting LG&E for their approval. He stated the cost of the electrical repair plus irrigation totaled $10,000 and City Attorney John Singler agreed to construct a letter charging AT&T for the damages. He added that Jean Henry, from Lawrence and Associates, has agreed to power wash the front and back side of the wall. He added that new trees will be installed but LG&E will need to mark for utilities prior to planting. C. A. O. Leidgen stated the painting of three entrances on Shelbyville Road have been completed. With regards to street paving, City Engineer Chris Crumpton reported that Albemarle Court was milled and Hall Paving agreed to repave it. Also ,the paving at Linn Station and Leighton Circle is milled and will be paved tomorrow and an area on Wimborne Way will be smoothed. At the present time, the street stripping is partially completed.
- A. O. Jim Leidgen distributed a landscape design for low profile plants for Shaftsbury Drive. The plan was submitted by City Arborist Andrea Hanlon and the cost will be approximately $5000.
City Engineer Crumpton presented a plan for a drainage project to offer relief located at 8302 and 8304 Cheshire. The problem is related to the MSD sinkhole which was previously cleaned but that method does not resolve the problem at these addresses when it rains. Mr. Crumpton offered two solutions which included regrading the swale and a relief pipe to the side of the of the sinkhole. After some discussion, Commissioner Hubbuch made a motion to accept a bid from Lawrence and Associates in the amount of $15,000 to relieve the drainage problem. His motion was seconded by Commissioner Jackson. Motion carried unanimously. Commissioner Jackson suggested to obtain signatures from both residents that they agree with this project.
Mr. Crumpton presented an estimate for 10 new catch basins in the amount of $29,919.00 which will be covered under this fiscal year’s budget. These catch basins are primarily located on Nottingham. Commissioner Hubbuch made a motion to accept the bid from Lawrence and Associates. His motion was seconded by Mayor Masick. Motion carried unanimously.
GENERAL GOVERNMENT REPORT –Commissioner Jackson
Commissioner Jackson reported there is no update on the City Hall office rentals. He added that a certificate of deposit will mature this week and asked that City Treasurer Mike Rhodes research the current interest rates. He stated that $250,000 was to be invested into the Kentucky League of Cities Investment Pool. Also, stop signs have been ordered for Denington and the stop bars have been painted.
PUBLIC SAFETY – Commissioner Leavell
Commissioner Leavell compared the 2019 annual report from Kentuckiana Law Enforcement which illustrated an average of 17 warnings and 8 citations per month. During the year of 2020, the warnings totaled 12 while the citations were 1 per month on average. The next month’s report will be from the Graymoor-Devondale police department which began their patrols in the City on November 1, 2020.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
Commissioner Wagner distributed copies of the City of Hurstbourne Sign Ordinance and discussed various signs that could be potential violations. She asked that the Commission review the ordinance and maybe have first reading at the next Commissioner’s meeting and continue finalizing the ordinance in 2021.

CITY ENGINEER’S REPORT—Chris Crumpton

TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Rhodes reported the final expenses for Covid-19 will be filed with the CARES Act this week.
ADMINISTRATOR’S REPORT – C.A.O. Jim Leidgen
Mr. Leidgen reported that the painting of the outside exterior at City Hall has been nearly completed and, depending on the weather, the project should be finished soon. He stated a restaurant called Corelife Eatery, a health food restaurant, should open by this weekend. Also, he discussed placing an article in the next Hurstbourne-Herald suggesting that residents walking in the City after dusk use reflective clothing and additional precautions. He reported that the Christmas decorations have been installed throughout the City.
