MINUTES – REGULAR MEETING

Mayor Mary Masick called the meeting to order at 4:30 p.m.
ROLL CALL

C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

No guests were present.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The May14, 2024 minutes were presented for approval. Commissioner Jackson made a motion for approval of the minutes and his motion was and was seconded by Commissioner Leavell. Motion carried unanimously.

 City Attorney John Singler introduced Ordinance No. 24-01—AN ORDINANCE RELATING TO THE ADOPTION OF THE CITY OF HURSTBOURNE AD VALOREM TAX ASSESSMENT AND THE LEVYING OF AD VALOREM TAX THEREON FOR CITY PURPOSES FOR THE FISCAL YEARS ENDING JUNE 30, 2025.

C. C. A. O. Tyler Johnson presented to the Commission the year ending in June 30, 2025 calculation sheet for their review. After some discussion, Commissioner Jackson made a motion for approval of the introduction and first reading of Ordinance 24-01 changing the tax rate from .169 to .176. His motion was seconded by Commissioner Norton.  Motion carried unanimously.

City Attorney John Singler introduced Ordinance No. 24-02—AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF HURSTBOURNE FOR THE FISCAL YEAR JULY 1, 2024 TO JUNE 30, 2025 BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT.

After some discussion, Commissioner Jackson made a motion for introduction and first reading of Ordinance 24-02.  His motion was seconded by Commissioner Leavell. Motion carried unanimously.

City Attorney John Singler introduced Ordinance No. 24-03—AN ORDINANCE ADOPTING A POLICY FOR FAILURE TO OBSERVE STOP SIGNS AND SETTING PENALITIES FOR VIOLATIONS.

After some discussion regarding violation fines and a review of the proposed ordinance, the Commission decided the first penalty violation will be $75.00, the second will be $100.00 and the third will be $200.00.  Commissioner Norton made a motion for introduction and first reading of Ordinance 24-03. His motion was seconded by Commissioner Leahy.  Motion carried unanimously.

Municipal Order 24-14 Series 2024 – Relating to 1988 Ownership of Entrance Walls
City Attorney John Singler explained that the signature entrances within Oxmoor Woods Subdivision were given to the City of Hurstbourne by NTS in 1988 and he produced documents to confirm the statement.  This municipal order was created to validate the action regarding the turnover of the walls to the City.  Commissioner Jackson made a motion to approve MO 24-14. His motion was seconded by Commissioner Leavell.  Motion carried unanimously. 

C. C. A. O. Tyler Johnson—Management Report
C. C. A. O. Tyler Johnson reported that Shred Day flyers were mailed to the citizens and there will be scheduled Reach Alert reminders. In addition, he stated that two trees were reported down due to the recent storm and had since been removed.

Commissioner Leavell stated that there had been recent passings of loved ones at the Commission table and he asked for a moment of silence in their memory.  With a heartfelt pause, their memories were observed. 

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick reported she had received an email from Amy Rose, with Louisville Metro, inquiring if the City had any emergency work performed such as clearance of the roadways. C. C. A. O. Tyler Johnson stated he would contact Ms. Rose.  

PUBLIC SAFETY REPORT – Commissioner Norton
Commissioner Norton reported that he observed streetlights with yellow ribbons and was hopeful this meant they were being marked for repair by LG&E.  Also, he discussed additional methods of patrolling in Oxmoor Woods. The Commission decided to delay any decisions until the impact of the current measures is determined.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson reported that the resident who was interested in leasing the upstairs office at City Hall opposed the required security deposit.  C. C. A. O. Tyler Johnson stated there will be further discussions with the resident regarding the requirements of lease.   

PUBLIC WORKS – Commissioner Leavell
Commissioner Leavell had no report.

CODE ENFORCEMENT/SANITATION—Commissioner Leahy 
Commissioner Leahy reported that she and Mayor Masick will be reviewing the current building ordinances for possible building standard updates.   

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Chris Crumpton reported the city’s road inspections report along with preliminary totals will be presented at the next meeting.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler reported the property owner who had earlier requested a discount regarding the penalty interest, paid the totals required and the liens are now released on those two properties.

TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes reported the City is in good position with the year-end figures. The Stormwater certificate of deposit was renewed for six months at 5.21 % for six months.

OTHER NON-BUSINESS/ACTION ITEMS
No further actions were taken.

At 5:40 p.m. Commissioner Jackson made the motion to adjourn. His motion was seconded by Commissioner Leavell. Motion carried unanimously.
